That's not the [Original] U.S. Constitution, but some of the amendments.

The third word of the original is "People" (capitalized). That's all the
proof I need.

The 13th word of the Declaration of Independence (starting with "When") is
"People" (also capitalized mid-sentence). When it is repeated, it is always
capitalized.
